The Financial Certificate form collects biographical and financial information required by ISSS to issue the Form I-20 (for F-1 status) or Form DS-2019 (for J-1 status).  This form is also used to assist ISSS in maintaining records for students in other non-immigrant categories (e.g. H-4, E-2, L-2, etc.).

All admitted students who are not U.S. Citizens or U.S. Permanent Residents will receive an email notification from ISSS with instructions for completing and submitting the Financial Certificate form along with required supporting documentation.  The notification will be sent to the email address the student provided during the admissions application process unless you have created a UNC email account.  Students should check both their personal accounts and their UNC email account for notifications from the University.

Students not requesting F-1 or J-1 status need only complete Part I of the form.   International students requesting a Form I-20 or Form DS-2019 (for F-1 or J-1 status) must complete Parts I and II of the form and must indicate how they intend to cover the costs of their academic program in the U.S.

Students in F-1 or J-1 status wanting to transfer their SEVIS record to UNC-Chapel Hill must indicate this on the Financial Certificate form.  More information about the SEVIS transfer process is available on our SEVIS transfer page.

Students in another immigration status who wish to change to F-1 or J-1 status should review the information on the ISSS website for further instructions on how to complete this process. Students changing status to F-1 or J-1 are strongly advised to consult an immigration attorney about this process.
